Chromebook with Android apps vs pixel C

There is a lot of excitement these days about the fact that soon, Chromebooks will be able to run Android apps. I even read somewhere that maybe this will mean that future Google tablets will come with Chrome OS rather than Android, since it could run both. This confuses me. What is there that a Chrome OS tablet with Android apps could do that the pixel C can't do? I can already get on web sites, and that's basically all Chrome OS is, right? The ability to run web based apps?
