I need HELP please

I'm running stock. My problems first started when my camera app was consistently failing. Now my phone won't turn on at all. I tried to plug it in, but now Google will flash on to the screen every 3 seconds while it's plugged in. Without it plugged in it doesn't do anything. Any help is appreciated. Thanks
