November security update not installing

I am fully stock running 7.0 - I downloaded the 2016-11 update - hit restart and install and it restarts with the green android robot on his back, red triangle and an exclamation mark - it also says "no Command" further down the screen - it reboots after about 1 minute - what can I do?
