Downgrade to 7.0.0

I still have a Nexus 6 as a backup phone and I try to keep it updated every so often. Somehow it got stuck on N6f26Q 7.1.1 Jan 2017 build. I was unable to get it to update or downgrade via OTA so I decided to Flash the NBD92E 7.0.0 Mar 2017 build. I completed the downgrade and set the device up as new. So far I am unable to get the ambient display to work. It is set to on, but does not appear to be working. I'm interested to see if anyone else is having the same problem with this build since it always worked before.
