Insufficient Storage

My phone will not save screenshots. It says "Cannot save screenshot due to insufficient storage." I have cleaned out everything and have 14 GB of internal storage free. I should have plenty of storage available for screenshots. Could this be related to the fact that my camera keeps shutting down as soon as I open it?
