Notifications not clearing on Oreo

So I got the standard OTA Oreo upgrade (not part of beta) and now some of my Instagram notifications don't clear after viewing them. I can swipe them away, but before Oreo, they would disappear the second I launched IG.

Also is there a way to get rid of the Android System notifications? I have two apps installed (Energy Bar and Round Corners) and I have a constant notification that each of those apps is displaying over other apps. I've only been able to snooze these, but not make them go away?
